This Protocol defines the operational rules of HELLO OUTSIDE.

It governs how transmissions enter the Archive, how they are recorded, and how they remain accessible.

No account is required to send or read a transmission.

HELLO OUTSIDE does not attach a name, profile, or user identity to any transmission.

The Archive stores only the transmission text, its sequential number, and its timestamp.

Before entering the Archive, every transmission is subject to mechanical validation.

It must contain visible content, remain within the 420-character limit, and contain no links, contact information, markup, or unsupported control characters.

No semantic judgment is applied.

Only accepted transmissions receive a number and timestamp.

The Archive accepts a maximum of ten transmissions during any rolling sixty-second interval.

The limit is global and does not identify or distinguish individual senders.

Requests received after the limit is reached are rejected until capacity becomes available again.

No rejected request enters the Archive.

Accepted transmissions are numbered sequentially in the order they enter the Archive.

Each transmission receives a network timestamp at the time of recording.

Timestamps are displayed in the America/New_York time zone using the AM/PM format.

Recorded transmissions cannot be edited or deleted through HELLO OUTSIDE.

All recorded transmissions are publicly readable through the Archive.

Access requires no account or declared identity.

HELLO OUTSIDE records and displays transmissions. It does not verify delivery, reception, or response.

No communication from beyond reality is claimed.

The sender is responsible for the content of each transmission.

A transmission must not include personal information, confidential information, or content that may endanger another person.

The sender must review the transmission before sending it.

Recording is final through HELLO OUTSIDE.

HELLO OUTSIDE records and displays transmissions according to this Protocol.

It does not claim to establish contact with anything beyond reality.

It does not interpret transmissions, provide answers, or verify that anything has received them.

Its function is limited to recording, preserving, and making transmissions publicly accessible.
